In the crafting guide under cooking, material tiers are mentioned, so I was wondering, are there different types of materials such as uncommon, rare, ect.? The quests and gathering don't really specify which type of material is given so I just assumed they were all common, but where would one get the higher tier materials?

On the first floor all mats given are common. It is stated in the first floor stickie. I'll add that to the quest to make it easier to see. Other floors will have different rolls for different levels of mats. They follow the quality of items so yes: poor, common, uncommon, rare and so on. It takes 2 mats to make something with your craft.
